Senior Financial Analyst

Summary

The Senior Financial Analyst supports the City’s financial planning, budgeting and reporting activities. The role is responsible for analyzing past and current financial performance to advise the City on its financial strategy and assist with preparation of audits, reviews and analyses of municipal accounts and operational practices.  This position reports directly to the City Controller/Utilities CFO to ensure completion of the annual financial reports.

 

Essential Job Functions

  • Assist with lead revenue collections throughout multiple departments
  • Conduct monthly, quarterly, and yearly financial reports
  • Complete monthly bank reconciliation according to utility/City policy
  • Prepare, analyze, and review financial statements, budget projections, and variance reports to inform strategic decisions and ensure fiscal responsibility
  • Collaborate with departments to support the development of financial plans and reports
  • Analyze industry trends and make recommendations based on those trends
  • Evaluate capital expenditures and depreciation
  •  Develop automated reporting and forecasting tools for more efficient use of data

Required Skills and Abilities

Demonstrates strong foundation in finance and financial planning, including budgeting, forecasting, and long-term financial analysis. Proficiency in preparing and analyzing financial statements and reports, with attention to accuracy and compliance.

  • Judgment and Decision Making - Uses logic and reasoning to analyze, understand, and evaluate complex situations.  Identifies the strengths and weaknesses of alternative approaches or solutions to a situation.  Exercises appropriate judgment in establishing priorities.  High level of integrity, discretion, and professionalism in handling confidential information. Ability to work independently while managing multiple priorities and deadlines.
  • Interpersonal Relationships - Develops and maintains cooperative and professional relationships with employees at all levels, representatives from various departments, and outside agencies. Effectively responds to and resolves complex inquiries and disputes.
  • Computer Skills - Utilization of modern office technology, including but not limited to word processing, spreadsheet, and related software with reasonable speed and accuracy, as it is related to the position. Proficiency in financial systems and tools. (e.g. Excel)
  • Communication - Excellent ability to listen and understand information presented verbally and in writing.  Ability to handle a variety of issues with tact and diplomacy and in a confidential manner.
  • Coordination of Work - Ability to plan and organize a daily work routine and establish priorities for the completion of work in accordance with sound time-management.

Physical Requirements / Work Environment

  • Office setting, prolonged periods of sitting at a desk and working on a computer.
  • Role requires handling sensitive and confidential information with a high degree of professionalism.

Education and Experience

  • Bachelor’s degree in Accounting, Finance, or related field required.
  • Minimum 3 –5 years of professional experience as a financial analyst, accountant, or auditor.
  • CPA (Certified Public Accountant) certificate is a plus
  • Experience in governmental or public sector finance, budgeting practices, and relevant regulations is preferred.

  • Requires a background investigation to include a local, state, and federal criminal history check, sex offender registry, consumer report.
