Utilities' Grinch & Whoville float shares top honor

Lawrence Utilities' float entry, "The Grinch & Whoville" tied for the 2018 honor of best float, according to Mayor Steve Collier. He said the creativity and development of the lighted floats added to the festivity of the tree lighting.
