Mayor Whitfield Announces New Housing Development

MAYOR WHITFIELD ANNOUNCES AGREEMENT WITH REBAR AND FORT HARRISON REUSE AUTHORITY FOR NEW HOUSING DEVELOPMENT
LAWRENCE, IN – Mayor Deb Whitfield today announced that a new Class A multifamily development valued at $25.5 million is coming to the heart of Fort Harrison, featuring 102 luxury apartment homes and a variety of vibrant community amenities designed to enhance the area’s growing live-work-play environment. The four-story apartment building, called “Overlook at Fort Ben," which includes 2,400 square feet of retail space on the ground floor, marks the first phase of a two-building master plan that will provide modern, high-quality housing options within Lawrence Village at the Fort.
In making the announcement, Mayor Whitfield stated, “The agreement was officially approved last evening by the City’s Fort Harrison Reuse Authority (FHRA), I applaud them for their action.” “This development aims to continue the City of Lawrence’s vision for smart, sustainable growth by attracting residents seeking high-end living within a connected, walkable neighborhood. The project combines contemporary architecture with thoughtful urban design to complement Fort Harrison’s unique historic character while supporting continued economic development of the area.”
Rebar Companies, a Fishers-based firm, is partnering with TRG Development of Muncie to develop Overlook at Fort Ben. TRG Construction will serve as the project's builder. “We are excited to partner with the City of Lawrence, the FHRA and the Ridge Group to bring an impactful community to the Fort. This development continues the FHRA’s and the City’s vision for smart, sustainable growth by attracting residents seeking convenient, luxurious living,” said Tom Dickey, Rebar Companies CEO.
The project stems from a unique collaboration between Rebar and Veridus Group. In late 2024, Veridus Group sought a new location for its headquarters in the Fort Ben area. Rebar and Veridus explored the opportunity to co-develop a mixed-use building on available land in the vicinity. Their collaboration led to the idea for Veridus to purchase the existing building at 5649 Lee Road as its headquarters and to combine the surplus land on that site with the vacant land to the east.
Residents will enjoy luxury living with features including a resort-style pool, pickleball courts, outdoor green spaces, a club room, a fitness center, and a rooftop lounge. The design emphasizes both comfort and community, offering high-end interior finishes, ample outdoor gathering spaces, and convenient access to Fort Harrison’s trails, restaurants, and recreational opportunities.
Construction on the first phase is expected to begin during the second quarter of 2026, with completion anticipated by late 2027.
