Statement from Lawrence Mayor Deb Whitfield

Yesterday, Indianapolis City-County Councilor Ali Brown made public comments regarding the City of Lawrence’s budgeting process that were inaccurate and misleading. Because Councilor Brown represents a significant portion of Lawrence residents on the City-County Council, it is essential to correct the record.

Councilor Brown’s statements reflect a fundamental misunderstanding of municipal appropriation and accounting procedures. This type of fund transfer is standard practice and is required as part of end-of-year accounting under guidelines established by the Indiana State Board of Accounts.

These processes are well known to local elected officials and staff, and accuracy is essential when discussing public finances. Unfortunately, the comments shared yesterday risk confusing residents about how their city government manages taxpayer dollars.

Had Councilor Brown consulted with my office, the City Clerk, or the Lawrence City Council President, this misunderstanding could have been avoided.

My administration remains committed to transparency, fiscal responsibility, and clear communication. We will continue to manage the City of Lawrence’s finances based on facts, sound accounting practices, and the best interests of our residents.
