Letter to Affected Lawrence Utilities Customers

A Letter from Scott Salsbery, Superintendent to Lawrence Utilities customers who live in the following areas:
 
1. Zoeller Street – from 46th to the end of the street
2. Maple Lane – from Pendleton Pike to the city corporate limits
3. Wallingwood Drive - from 56th Street to Boy Scout Road
 
"Dear Lawrence Utility Customer,
 
You are receiving this letter because I want to inform you that the water main serving your property is being replaced as part of our annual Water Main Replacement program, which is a program started in the latter part of 2017. Since 2017, with our Phase I and Phase II Water System Improvements Projects, along with the annual Water Main Replacement Projects, we have invested well over $20 million in water system improvements and we are continuing to plan additional projects every year.
 
The project affecting your property is a “bundled” project in which we will be replacing over 3,000 linear feet of old and undersized water main. The streets impacted are:
 
1. Zoeller Street – from 46th to the end of the street
2. Maple Lane – from Pendleton Pike to the city corporate limits
3. Wallingwood Drive - from 56th Street to Boy Scout Road
 
These projects will include replacement of the water main with new water main, transfer of existing service lines to the new main and abandoning in place of the old main. Drainage improvements will also be made as needed along with some sanitary sewer repairs and damaged pavement replacement. Based on our field evaluation with the City Engineer, we believe all three streets will be milled and resurfaced at a minimum. Not only are the mains these areas old, but they are undersized and not compatible with today’s firefighting equipment. Fire flow capabilities in these areas will be tremendously improved and the discolored water due to iron buildup in the old mains should be greatly reduced, if not eliminated altogether. A majority of the new main installed will be accomplished utilizing “directional drilling”, meaning the contractor does not excavate a trench to install, but rather uses a rig to drill underground and pulls the pipe into place. Any potential impacts on properties will be discussed with the owners prior to construction.
 
The first steps of the design process are already in place with our Project Engineer, GAI Consultants. You should have already received a letter from them concerning the need to gather survey data in order to proceed with design. The work is taking place in the right of way so there is no need for them to enter your home, but they may be on your property, which is authorized under existing codes, to allow them to gather information such as location of gas lines, electric/phone lines and other above-ground features as well as existing topography.
 
More information will be forthcoming as we get further into the design process after the survey data is collected and design work started. We anticipate commencing work on this project in the spring of 2021 and it should be completed by the end of 2021.
